I will answer this way. The system is new, refined in appearance, and probably still full of errors. Half the apps don't work. For example, out of the blue, I couldn’t start the FTP Sprite ftp client, which I use all the time. There is a barely noticeable feeling that all these graphics lag a little (slow down). A little bit, almost unnoticeably, but still. And this is on iPhone 4s.

Then, the general feeling. Honestly, I, for example, liked the old yellow lined notebook better than the current one. A question of habit? Maybe. However, this is true in everything. So, keep in mind that there will be no pretty things. There will be a flat scorched desktop. Most likely, I will get used to it, but I definitely liked the last one better. Perhaps I will say this when iOS 8 comes out, when they change everything again.

For owners of an iPhone 4 (without s) or less, I would not change the system for sale. Also, be sure to try it out for at least 10 minutes first to see how it feels to you personally.
